"And today Majlis of Mujahideen commanders, which is taking place here, is taking place under the leadership of the Amir of Caucasus Abu Usman Dokka Umarov.

Among those who are present here:
  • Military Amir of Caucasus, Magas,
  • the next is Amir of Mujahideen of the Eastern direction of Wilayah Nokhchicho of the Emirate of Caucasus, Aslanbek,
  • Amir of Mujahideen of Wilayah Ghalghaycho, Abdul-Aziz, is also present here,
  • Na’ib (representative ) of the Amir of Caucasus, Abu Supyan,
  • Na’ib of Amir of Mujahideen of the Eastern direction of Wilayah Nokhchicho, Huseyn, also Islam,
  • Amir of Jamaat of Urus-Martan district,
  • Na’ib of Amir of Mujahideen of the South-Western direction of Wilayah Nokhchicho, Hadis,
  • Amir of Itum-Kali district of Wilayah Nokhchicho, Asad,
  • Amir of Mujahideen of Shali, Muhammad,
  • Amir of Mujahideen of Naur district

also, other commanders of military Jamaats of different directions, territories and districts of Nokhchicho are present here, like:

  • Amir Abu-Bakr, Amir of Grozny,
  • also other commanders are present here.

From those who are absent, who could not be present today at this Majlis due to different valid causes:

  • Amir of Wilayah Dagestan,
  • Amir of Wilayah Kabardino-Balkaria, and all of them could not be present here due to causes which we consider valid,

and this Majlis is taking place .... in this territory, with a purpose to work out a further plan of actions for this year, to coordinate our efforts and come to a single solution on many problems, which are faced today, which are faced by Mujahideen of the Emirate of Caucasus."
